HP maintains no official presence on this forum and it is unlikely that HP will respond in an official capacity. Any reply from an HP employee represents their own opinion and not that of HP's.
Your computer most likely shipped with Windows 7 Pro installed from the factory and a set of Windows 8/8.1 Pro Restore Discs. This is a common configuration for business computers. Before using the Windows 8/8.1 discs, you should have created a set of Windows 7 Restore/Recovery Discs.
OEM computers that ship with Windows 8/8.1 no longer contain a Microsoft COA with product key. Instead, the key is encrypted and embedded in the BIOS/CMOS.
Since it appears that you have a business class computer, your question may be better answered in the HP Enterprise Business Community. You may also consider contacting the HP Business Support Center to request assistance with your issue.
