My HP Probook 4540s won't connect to the public WiFi!

In addition to the suggestions made by Dunidar,  please consider the following:

The "error" messages you are seeing might simply indicate that the WiFi to which you want to connect requires the name of the network -- and perhaps a password, although depending on the situation, having the name of the network may be enough.

For example, if you are attending a class or conference in a particular location within Campus, then whomever is providing the class or conference may have a local Wifi connection made available for those in attendance.   To keep "just anyone" from connecting, the providers may require that you know the name of their WiFi network -- and again, perhaps a password as well.

This "sign-in" method is also used at hotels, hospitals, and some dining establishments.

Ask the conference manager, the professor, another student about connection requirements.

The next thing you need to do is make sure your computer is "available" to connect using an outside connection.  This usually just means that when you are home (for example) and using your home network that you are NOT forcing the computer to use a Static IP address -- if you do not know what that means, it is unlikely something you need to worry about -- assigning a Static IP address is a deliberate change; most home networks just run on DHCP and let the home router or modem take care of assigning addresses.
